Ricardo is one of the founding partners of ICC Abogados. His practice focuses particularly on Environmental, Public and Regulatory Law. He has worked in several institutions of the public sector, holding relevant positions. He has also represented electric, industrial and mining companies in environmental and regulatory matters, especially in the environmental assessment of their expansion or continuity projects.

REPRESENTATIVE EXPERIENCE

  • As Undersecretary of the Environment (2010 – 2013), processing of Law 20,600 on Environmental Courts, in the National Congress. Implementation of the Ministry of the Environment, the Environmental Assessment Service and the Superintendence of the Environment in addition to their respective regulations. Drafting of the bill on extended producer responsibility (future Law 20,920) and the bill creating the Biodiversity and Protected Areas Service (future Law No. 21,600).
  • As Director of the Environmental Assessment Service (2013 – 2014), implementation of the new Regulations of the Environmental Assessment System.
  • Since 2015, representation of several electric, industrial and mining companies in environmental and regulatory matters.
  • Since 2018, as Undersecretary of Energy, drafting of several bills of law on geothermal, solid biofuels and others as well as the representation of the Ministry of Energy in the assessment of several projects before the Committee of Ministers and regulatory approvals in the Council of Ministers for Sustainability.
  • In 2021, representation of a mining company in the environmental assessment of its US$ 3.2 billion expansion project, obtaining a favorable Environmental Qualification Resolution.
  • In 2022, representation of an industrial company to contest a sanction by the Superintendence of the Environment for US$1.3 billion.
  • In 2022, representation of a mining company in the environmental assessment of its continuity project, for US$3 billion.
