Carlos is one of the founding partners of ICC Abogados.  He focuses his practice on water and environmental matters, providing advice to important companies throughout the country, advising them in environmental assessment processes and in matters of water use rights to make feasible, continue or expand their projects. He has broad experience in representing mining, agricultural, electric and industrial companies in water use matters. He also represents Surveillance Boards and Canal Associations in their relationship with the Water Division or third parties.

Carlos has experience in the public sector. He was Chief Legal Counsel of the Water Division between 2010 and 2013.

He has been a consultant for the World Bank and the Inter-American Development Bank on water and environmental matters.

REPRESENTATIVE EXPERIENCE

  • As Chief Legal Counsel of the Water Division (2012 – 2013), processing in the National Congress of Law 21,064, which reformed the Water Code in terms of control and sanctions. Participation in the drafting process of the Groundwater Exploration and Exploitation Regulations and the Major Works Regulations.
  • Since 2015, representation of several agricultural, electric, industrial and mining companies in water use matters.
  • In 2017, representation of a mining company in obtaining water rights to make itsUS$1 billion mining project feasible.
  • In 2019, representation of a mining company in the environmental assessment of its US$1 billion mining project, obtaining a favorable Environmental Qualification Resolution.
  • In 2020, representation of an agricultural company in connection with accusations of native forest cutting in the framework of a 1,500 hectares agricultural development, achieving the acquittal of the company.
  • In 2021, representation of a mining company in the environmental assessment of its 3,2 billion expansion project, obtaining a favorable Environmental Qualification Resolution.
  • In 2022, representation of a mining company in the use of water for the continuity of its mining project for US$ 3 billion.
  • In 2022, representation of Surveillance Boards and Canal Associations in their relationship with the Water Division.
